On October 30, 2025, the Ministry of Commerce spokesperson answered reporters' questions on the joint arrangements from the US-China Kuala Lumpur economic and trade consultation.

Question: It is understood that the US and China reached joint arrangements during the Kuala Lumpur consultation to address economic and trade concerns of mutual interest. Can the Ministry of Commerce provide more details on the consensus from the Kuala Lumpur consultation?
Answer: The leaders of China and the US just held a meeting in Busan, South Korea, where they discussed US-China economic and trade relations and other topics in depth, agreeing to strengthen cooperation in economic and trade fields. China is willing to work with the US to jointly safeguard and implement the important consensus from the leaders' meeting.
Through the Kuala Lumpur consultation, the US-China economic and trade teams reached the following main results and consensus:
The US will cancel the 10% so-called "fentanyl tariff" imposed on Chinese goods (including goods from the Hong Kong Special Administrative Region and Macao Special Administrative Region), and the 24% reciprocal tariff imposed on Chinese goods (including goods from the Hong Kong Special Administrative Region and Macao Special Administrative Region) will continue to be suspended for one year. China will accordingly adjust its countermeasures against the aforementioned US tariffs. Both sides agree to continue extending certain tariff exclusion measures.
The US will suspend implementation of its 50% de minimis rule on export controls announced on September 29 for one year. China will suspend implementation of related export control measures announced on October 9 for one year and will study and refine specific plans.
According to CTIA GROUP LTD, the rare earth export control measures announced by China on October 9, 2025, include: Announcement No. 61 of 2025 on the decision to implement export controls on certain overseas rare earth items; Announcement No. 62 of 2025 on the decision to implement export controls on rare earth-related technologies; Announcement No. 55 of 2025 on the decision to implement export controls on superhard material-related items; Announcement No. 56 of 2025 on the decision to implement export controls on certain rare earth equipment and raw/auxiliary material-related items; Announcement No. 57 of 2025 on the decision to implement export controls on certain medium-heavy rare earth-related items; Announcement No. 58 of 2025 on the decision to implement export controls on lithium batteries and artificial graphite anode material-related items.

The US will suspend implementation of its Section 301 investigation measures on China's maritime, logistics, and shipbuilding industries for one year. After the US suspends the relevant measures, China will accordingly suspend its countermeasures against the US for one year.
In addition, both sides reached consensus on fentanyl anti-drug cooperation, expanding agricultural trade, handling specific enterprise cases, and other issues. Both sides further confirmed the results of the Madrid economic and trade consultation, with the US making positive commitments in investment and other areas, and China working with the US to properly resolve TikTok-related issues.
The US-China Kuala Lumpur economic and trade consultation achieved positive results, fully proving that by upholding the spirit of equality, respect, and mutual benefit, and through dialogue and cooperation, both sides can find ways to solve problems.
