The anion orbitals and electron-filled d-orbitals are essentially valence bands. And the cation orbitals and partially unfilled d-orbitals basically belongs to the conduction band. There is a forbidden band of energy Eg between the conduction band and the valence band. If the forbidden Eg is in the visible energy range, then the electrons can absorb visible light and then transition from the valence band to the conduction band. And the energy corresponding to infrared radiation is 0.5-1.8eV. If a material has an Eg in the range of 0.5-1.8eV, the material absorbs infrared radiation.
