This is because the increase in the amount of Mo increases the internal defects of the tungsten oxide film, and the defect replaces the external charge to participate in the exchange. It is the in-band transition that causes the absorption peak of the doped tungsten oxide to drift toward the high energy side - this is because the energy of the in-band transition between W and Mo is higher than the transition energy between W5+ and W6+ and Mo5+ and Mo6+.
