發(fā)展循環(huán)經(jīng)濟、推進節(jié)能減排、提倡低碳經(jīng)濟，日益成為當(dāng)今世界發(fā)展的主旋律。近些年，中國在發(fā)展循環(huán)經(jīng)濟和推進節(jié)能減排方面取得了重大成就。胡錦濤、溫家寶等黨和國家領(lǐng)導(dǎo)人曾多次指出要大力發(fā)展循環(huán)經(jīng)濟，建設(shè)節(jié)約型社會。國務(wù)院、發(fā)改委、科技部等相關(guān)部門出臺有關(guān)政策，積極促進落實節(jié)能減排工作，發(fā)改委、環(huán)保部正制定發(fā)展低碳經(jīng)濟政策。目前，實現(xiàn)“十一五”環(huán)保目標(biāo)已進入攻堅階段，全社會將進一步加大環(huán)保投資力度，“十一五”期間環(huán)保投資預(yù)計達(dá)到13750億元，環(huán)保支出科目已被正式納入國家財政預(yù)算。節(jié)能環(huán)保產(chǎn)業(yè)正面臨巨大的市場機遇，我國環(huán)保產(chǎn)業(yè)可望保持年均15%-17%的增長速度，預(yù)計2010年全國環(huán)保產(chǎn)業(yè)年收入總值將達(dá)8800億-10000億元。相關(guān)政府官員及業(yè)內(nèi)專家提示，環(huán)保節(jié)能產(chǎn)業(yè)正面臨難得的歷史機遇，企業(yè)應(yīng)及時把握政策走向，多渠道積極開拓市場。

本屆“循環(huán)經(jīng)濟成果與節(jié)能減排技術(shù)展”將以“展覽結(jié)合論壇、宣傳結(jié)合推廣、項目結(jié)合產(chǎn)品”等多種形式，著力宣傳國家關(guān)于循環(huán)經(jīng)濟與節(jié)能減排最新政策，重點展示發(fā)展循環(huán)經(jīng)濟的成果和典型以及節(jié)能減排新技術(shù)，有效宣傳低碳理念，低碳城市、低碳工業(yè)、低碳建筑、低碳交通等，大力推廣能源節(jié)約、環(huán)境保護、資源綜合利用、清潔生產(chǎn)工藝、新材料等領(lǐng)域科技含量較高的新產(chǎn)品、新技術(shù)，努力促進循環(huán)經(jīng)濟和低碳經(jīng)濟的全面發(fā)展，全面推進節(jié)能減排實施工作。屆時，黨和國家領(lǐng)導(dǎo)人、國家有關(guān)部委領(lǐng)導(dǎo)、以及來自國內(nèi)多數(shù)省市領(lǐng)導(dǎo)、國外一些國家有關(guān)部門負(fù)責(zé)人和相關(guān)企業(yè)界代表及專家、學(xué)者等將到會參觀、交流。中央電視臺、北京電視臺、新華社、美聯(lián)社、知名報刊、網(wǎng)絡(luò)及專業(yè)媒體競相采訪、宣傳報道本屆展會。
